Official claims are that Russia and China are allies, with both countries presidents celebrating both military and economic cooperation. However, pulling back the cover, there may be underlying tensions between the two nations that was not public knowledge – until now.
As both nations seek innovation, power, and influence, Russian leadership may have reservations about what China secretly truly wants, and it’s all come up through a leaked eight-page document.
The Document

An FSB (Federal Security Service) document was recently leaked, and it details many of Russia’s concerns over Chinese intelligence agencies targetting military, scientific, and geopolitical assets.
The document speculates that operatives from the other nation are poaching Russian scientists, all in the pursuit of learning more about advanced military technology.
Espionage

The leaked planning document has been verified by various Western intelligence agencies and has revealed key insights that show tensions brewing under the seemingly peaceful allies. Russia’s intelligence community doesn’t see China as a partner but rather the “enemy.”
The memo was drafted between late 2023 and early 2024 and highlights the fear of espionage, asset theft, and recruitment of important Russian personnel such as scientists and officials.
Claim Over Territory

The memo goes beyond mounting concerns of espionage to China’s claims into territory that Russia has claimed over. These include Arctic biomes that have untapped and valuable resources. There are concerns over Chinese fronts, appearing as mining companies or academic institutions, but in reality, scouting and gathering data.
Russia is invested in the Arctic as it is important for its energy and shipping. The region is becoming increasingly contested, with China showing interest, making tensions even higher as the nation could step into the territory over which Russia has influence. China has mentioned itself as a “near-Arctic state,” which would entitle the country to some form of dominion over a portion of the region, but in the eyes of Russia, this could be seen as an invasion.
A New Battleground

The Arctic isn’t the only region that’s contested between Russia and China. Central Asia is an important area that both countries have an interest in. Moscow has a legacy of influence through polital, economic, and military ways.
However, Biejing is expanding its reach through the Belt and Road Initiative. The initiative is seen as part of a rivalry and challenge to Russia’s own dominion.
A Transactional Relationship

While officials may praise the partnership between Russia and China, in reality, it’s purely a transactional one that could change in a heartbeat.
The two nations rely on each other in several ways. Russia needs economic benefits as it faces sanctions from most Western countries. China buys Russian oil and, in exchange, exports important technology and components.
Counterintelligence

The memo not only highlights concerns but also outlines countermeasures that could be used to mitigate Chinese espionage efforts. Russian officers would form the backbone of these efforts, being instructed in the memo to intercept Chinese recruitment efforts and technology transfers and keep a watchful eye over any Russian citizen with any relations to China.
The messenger app WeChat is being monitored particularly closely because of its Chinese origins, with officials being told to hack into phones and look for any suspicious activity.
The Ukraine War

China has showcased an interest in the Ukraine War for two prominent reasons. The first is to use it as a model for study and research, watching Western military technology and tactics. The war also exposes just how much Russia is starting to depend on Beijing.
There are reports of Chinese intelligence officers secretly watching Russian military operations to learn from them and aid their own military efforts.
Tensions Come To The Surface

The FSB document leak has given the West an unprecedented insight into Russia and China’s ties, showcasing a mistrust between the nations bubbling beneath the surface.
The rift is widening due to notions of espionage and competition over valuable territory. The tensions currently aren’t boiling over just yet and hopefully won’t approach the historical hostilities the nations had for one another.
A Facade

The idea of unity seems to only be a necessary one of resource exchange amid sanctions and alienation of western powers. Much of what is portrayed to the world might be a facade, judging by the FSB document.
It highlights mutual suspicions between the nations and long-term ambitions that will get in the way of each other’s interests. Who knows just how fragile the alliance is underneath it all?
